National Network of Creditor's Counsel:
In February of 2000, Cogan & Jacobs, P.C., the predecessor entity to Rubenstein, Cogan & Quick, P.C. ("RCQ") announced the formation of its corporate affiliate, National Network of Creditors' Counsel, Incorporated ("NNCC"). NNCC was designed as a way for our banking clients, as well as our other clients with national portfolios, to minimize administrative time and costs associated with the placement of accounts to multiple offices and the monitoring of nationwide account balance liquidation.
NNCC, like RCQ, relies upon the CollectMax™ collection management software platform ("CollectMax") developed by JS Technologies, Inc. ("JST"). Moreover, NNCC, in cooperation with JST, has been working with software specialists to customize and develop an already effective collection management program to a national level.
Law BooksUnlike competing networks, all member attorneys of NNCC are required to work upon NNCC's CollectMax platform. All of the technical difficulties associated with the homologation of a variety of software programs utilized by different member attorneys have thus been completely alleviated. Through the common use of the CollectMax platform, all information transfer between member attorneys, NNCC, and the client, will be seamless and instantaneous; all reporting is timely and the information contained therein is accurate and current.
This effective and immediate transfer of information is achieved, in part, by maintaining all client accounts on the main server at NNCC and by requiring all member attorneys to access the client accounts placed with NNCC through an on-line connection with the main server at NNCC. This ensures that NNCC retains Law Bookscomplete control over the access and management of all client accounts, regardless of which jurisdiction the accounts are placed or where the member attorneys are located. As a result, clients need only deal with a representative of NNCC in the placement and management of client accounts; NNCC employees will maintain information on any and all client accounts nationwide at the offices of NNCC.

All member attorneys of NNCC will be audited on a monthly basis by representatives of NNCC with respect to case management. NNCC representatives will also review the appropriate CollectMax reports which are generated by NNCC on a monthly basis, compare the legal activity with a client's performance guidelines and contrast the performance of attorneys with one another through the use of the proprietary "Recovery Analysis Report" ("RAR"). All counsel who are unable, or unwilling, to meet the demands of NNCC, as well as the client, will be swiftly terminated. Upon the completion of each audit, a monthly report package will be generated by NNCC and forwarded to the client via Federal Express.
It is the goal of NNCC to provide all of its clients with the same level of service that it has received from RCQ. As is often the case with a new outsourcing hub, the development of NNCC is an evolutionary process. It is our hope that, with the comment and participation of all clients, as well as other member creditors, NNCC will prove to be the ultimate solution for the placement of retail collection accounts nationwide. We look forward to working with our clients in the development, implementation and maintenance of a successful national network
